The Wii message channel has an address book used to register other Wiis. You click on the envelop as though composing a message, and pick the address book thing, and that'll have your wii number on it. Then you add entries to the address book with other people's wii numbers (the 16-digit ones). Once both parties have added each other, the names turn from grey to black, and you can exchange messages and Miis, etc.
The city visiting has a similar deal with the right-hand dog inside the gatehouse. You get your information, then exchange it out-of-band for a friend's info, then put that into the doggie's address book. Then, when you know your friend has the gate open, you ask to go out, and it'll find friend's wii and city.
